We will describe general aspects in Argentine, the particular case at the National University of La Plata and the state of higher education in Science specifically. To understand their novel properties, nanostructured materials have to be characterized in detail from structure, geometry, electronics, and magnetism. One would like to have information about: geometric structure, "crystal structure", size and shape of the particle or porous, bond lengths, composition, electronics (for example oxidation state and band structure), interaction between nanomaterials and the protective capping, interaction between porous and surfactants (templates), magnetic properties in selective way, magnetic moments, saturation magnetization, blocking temperature, etc. Using x-ray absorption and dispersion based techniques (XAFS and SAXS) for characterization of nanoscaled matter relevant structural and electronic local information can be obtained even at severe conditions (temperature, pressure, magnetic field, etc). The use of both methodologies allows relevant and independent structural and electronic characterization of nano-objects like nanoporous materials, nanoparticles or nanotubes. It is shown a set of examples of different kind of metallic nanoparticles, analyzed by XAFS and SAXS techniques can show "anomalous" electronic, thermodynamic or structural properties and characteristics in comparison with corresponding "bulk state". ---------------------------------
